An Ontario Provincial Police officer has been charged with manslaughter in the fatal shooting of a 22-year-old man in Norfolk County last summer, the province’s police watchdog said Thursday.

The Special Investigations Unit said Const. Quade Odrowski was charged following an investigation into the Aug. 12, 2025, shooting at Turkey Point.

Investigators said OPP officers on Lake Erie attempted to stop a man operating a personal watercraft, but he failed to stop.

The man parked the watercraft at the MacDonald Turkey Point Marina and fled into a wooded area on foot, according to the SIU.

During the ensuing arrest, an officer discharged a firearm, killing the man at the scene.

SIU director Joseph Martino said there were reasonable grounds to believe a criminal offence had been committed.

Odrowski was arrested Thursday at SIU headquarters and released on an undertaking with conditions. He is scheduled to appear in court in Simcoe, Ont., on June 2.

The Ontario Provincial Police Association said it supports Odrowski and the officers involved.

“Our members have cooperated with the investigation led by the Special Investigations Unit, as mandated by law,” association president David Sabatini said in a statement.

“As part of the OPP Association’s support of PC Odrowski, we provide him with legal counsel and will fully support a legal defence as the matter proceeds through the justice system.”

The SIU said it would not provide further comment because the matter is before the courts.

A Norfolk County OPP officer has been charged with manslaughter following a fatal police shooting in Turkey Point last summer.

The Special Investigations Unit announced Thursday that Director Joseph Martino has reasonable grounds to believe a criminal offence was committed in connection with the death of a 22-year-old man on August 12, 2025.

According to the SIU, Ontario Provincial Police officers on Lake Erie attempted to stop the operator of a personal watercraft during the evening hours of the incident. Investigators say the man did not stop, later docking the watercraft at the MacDonald Turkey Point Marina before fleeing into a wooded area on foot.

The SIU says an interaction occurred during the man’s subsequent arrest, during which an officer discharged a firearm. The 22-year-old was pronounced deceased at the scene.

As a result of the investigation, Provincial Constable Quade Odrowski of the Norfolk County OPP Detachment has been charged with one count of manslaughter under the Criminal Code.

The officer was arrested earlier Thursday at SIU headquarters and later released on an undertaking with conditions.

Following the SIU announcement, the Ontario Provincial Police Association released a statement saying it supports the officer and all members involved in the incident.

Association President David Sabatini said the officers cooperated fully with the SIU investigation and confirmed the association will provide legal counsel and support throughout the court proceedings.

“The upcoming judicial process will be long and stressful,” Sabatini said, while also encouraging affected officers to seek professional or peer mental health supports.

The SIU noted that because the matter is now before the courts, no further comment will be provided regarding the investigation.

A Norfolk police officer has been charged with manslaughter in the death of a 22-year-old man in Turkey Point last August.

Const. Quade Odrowski was charged after a nine-month investigation by the province’s Special Investigations Unit and will appear in Simcoe court on June 2.

The incident unfolded last Aug. 12 after officers with an OPP Marine unit on Lake Erie tried to stop a man driving a Sea-doo. Instead of stopping, the man raced up to and parked at the MacDonald Turkey Point Marina and ran into a nearby wooded area.

Officers followed him and, as they attempted to arrest the man, he was shot and died at the scene.

The SIU said Odrowski was arrested and charged at the SIU headquarters in Mississauga Thursday but released under conditions.

“As the matter is before the courts and, in consideration of the fair trial interests of the accused, the SIU will not provide further comment on the investigation,” said a news release from the agency.

Last month the SIU said in an update it was waiting for an autopsy report from the province’s Centre of Forensic Sciences in Toronto but gave no indication of why the arrest turned deadly.

The OPP Association immediately released a statement of support for Odrowski, saying they will provide him with his legal defence as the matter proceeds through the justice system.

“The OPP Association supports (Odrowski) and all of our members involved on the night of Aug. 12, 2025 at Turkey Point,” said association president David Sabatini.

“Anytime a police interaction results in the loss of life, there are serious and far-reaching impacts for all those involved and affected.

“The upcoming judicial process will be long and stressful and we urge all OPPA members who are impacted by this incident to reach out for professional or peer mental health supports.”

Nine months after a 22-year-old man was shot dead by police in a wooded area near a Turkey Point marina, a Norfolk County Ontario Provincial Police officer has been charged with manslaughter.

The province’s Special Investigations Unit, an independent agency that investigates when Ontarians are killed or seriously injured while interacting with police, deemed there were “reasonable grounds” to believe Const. Quade Odrowski “committed a criminal offence” in the man’s death.

Odrowski was arrested at SIU headquarters in Mississauga on Thursday and charged with one count of manslaughter.

In a report released on Thursday, SIU director Joseph Martino said OPP officers on Lake Erie tried to stop “the operator of a personal watercraft,” on the afternoon of Aug. 12, 2025.

Witnesses told The Spectator the craft was a Sea-Doo.

Instead of heeding the call to stop, the boater sped toward a marina in Turkey Point. He ditched the Sea-Doo between several docked boats and ran into a wooded area.

Officers gave chase. About 30 to 45 minutes later, marina staff heard what sounded like multiple gun shots from the woods, employees told The Spectator.

At the time, the SIU said one officer discharged a firearm and the other used an ARWEN, which launches plastic bullets and other less-lethal projectiles.

It is unclear whether one or both officers struck the victim. Martino’s report on Thursday mentioned one officer discharged a firearm at the man before the man was pronounced dead at the scene.

The SIU report does not explain why officers with the OPP marine unit tried to stop the boater in the first place, why the 22-year-old fled and what happened in the woods to prompt police to open fire.

The police watchdog designated two “subject officials” and four “witness officials” at the outset of the investigation. By law, subject officials do not have to agree to be interviewed, as the SIU has the authority to lay criminal charges.

Witness officers are legally obligated to testify.

Last month, an SIU spokesperson told The Spectator the agency was still waiting on an autopsy report from the province’s Centre of Forensic Sciences in Toronto.

After his arrest on Thursday, Odrowski was released on an undertaking with conditions. This means he did not spend time in jail awaiting a bail hearing before a judge.

He has a court appearance scheduled for June 2 in Simcoe at 9 a.m.

Odrowski has been an OPP constable since August 2018 and has spent his entire career with the Norfolk detachment, the provincial police service told The Spectator.

The name of the shooting victim remains a mystery.

Court documents filed upon Odrowski’s arrest would typically contain the victim’s name, but those documents will not be made accessible to media and the public until after the accused makes his first court appearance.

In the meantime, the SIU declined further comment “as the matter is before the courts and in consideration of the fair trial interests of the accused.”

In a statement, OPP Association president David Sabatini pledged the police union’s support for Odrowski in the form of providing legal counsel and funding his defence.

“Our members have co-operated with the investigation led by the Special Investigations Unit, as mandated by law,” Sabatini said.

“The upcoming judicial process will be long and stressful and we urge all OPPA members who are impacted by this incident to reach out for professional and/or peer mental health supports.”
