Stormont, Dundas and Glengarry OPP officer charged in misconduct investigation

The Ontario Provincial Police launched Project Tadley back in March after allegations of misconduct against one of its own members.

A third-year Ontario Provincial Police officer is facing one count of breach of trust and has been suspended with pay after a four-month-long investigation.

Constable Scott Joseph was arrested on July 21.

Project Tadley began in March, after allegations of misconduct against a member of the OPP.

The accused was released from custody and is scheduled to appear at the Ontario Court of Justice in Cornwall in September.

SD&G OPP officer charged with Breach of Trust

SD&G, Ontario – An Ontario Provincial Police (OPP) officer has been arrested and charged under the Criminal Code of Canada after a four-month investigation. Project Tadley began in March, 2020 as a result of allegations of misconduct against an OPP member.

On July 21, 2020, Provincial Constable Scott Joseph, a three-year member of the OPP currently serving at the Stormont, Dundas and Glengarry Detachment was arrested and charged with one (1) count of Breach of Trust by a Public Officer under the Criminal Code of Canada. He has been suspended with pay in accordance with the Police Services Act.

The accused was released from custody and is scheduled to appear at the Ontario Court of Justice in Cornwall on September 24, 2020.

SD&G OPP officer charged

OTTAWA – An OPP constable from the Stormont, Dundas, and Glengarry detachment has been charged after a four-month investigation.

Provincial constable Scott Joseph was arrested and charged on July 21st with one count of Breach of Trust by a Public Officer under Section 122 of the Criminal Code of Canada.

No details of the incident that led to the charge were made public. Joseph was charged after a four-month investigation that began in March 2020. Police began their investigation, Project Tadley, after allegations of misconduct against a member of the OPP were made.

Joseph is a three-year member of the police force and has been serving with the SDG detachment. He was released from custody and is scheduled to appear at the Ontario Court of Justice in Cornwall on September 24th. Joseph has been suspended with pay as per the Police Services Act.

If convicted, Joseph faces up to five years in prison.

Winchester OPP officer faces additional charges

CORNWALL – An SD&G OPP officer is scheduled to make a court appearance today (Thursday) on charges of breach of trust and obstructing an investigation.

Const. Scott Joseph was arrested in July 2020 after a four month investigation called Project Tadley.

Joseph, who lives in Ottawa, was initially charged with one count of breach of trust. But documents reviewed by Cornwall Newswatch show the officer is facing two additional charges since his initial arrest.

The charges are another count of breach of trust and obstruction of justice.

While the OPP Organized Crime Enforcement Bureau hasn’t released details about the case, the charges shed some light on the nature of the alleged crime. All the acts are said to have occurred either in Winchester or at the Winchester OPP detachment.

The charge sheet shows the breach of trust relates to converting an OPP Occurrence Report “to a use not authorized…with intent to defraud.” The additional breach of trust alleges the officer provided a confidential report to someone from a secure database.

The obstruction of justice charge relates to “providing confidential information to subjects of a criminal investigation.”

Joseph has been suspended with pay since his July 2020 arrest under the rules of the Police Services Act.

Up until his suspension, Joseph had been with the force for three years.
