An auxiliary officer with the Norfolk detachment of the Ontario Provincial Police is facing eight theft charges dating back several years.

Police say the thefts occurred in the men’s change room at the Simcoe Recreation Centre on South Drive in the early months of 2016 and 2019. No further details about the thefts were provided.

Todd Frederick Boylan, 47, a five-year member of the Norfolk detachment, has been charged with eight counts of theft under $5,000. He has been suspended from duty, police said.

“Investigators believe that there may be additional victims,” Norfolk County OPP said.

Auxiliary officers are volunteers who work with regular OPP officers and typically perform traffic safety and crime prevention duties.

A five-year member of Ontario Provincial Police’s (OPP) Norfolk County Detachment is facing multiple charges in connection with a theft from a change room at the Simcoe recreation centre.

Investigators say the 47-year-old auxiliary constable has been accused of eight counts of theft under $5,000 for incidents in 2016 and 2019 at the facility on South Drive at Queen Street South.

The officer has been suspended from duty. He made his first court appearance on Monday.

A Norfolk OPP auxiliary constable charged last week with theft is also facing child pornography charges, according to court documents.

Const. Todd Frederick Boylan, 47, a five-year member of the Norfolk detachment, was charged May 27 with multiple counts of theft under $5,000 relating to thefts from the men’s locker-room at the Simcoe Recreation Centre from 2016, 2018 and 2019. The OPP announced the charges on Monday.

The court documents include a charge against Boylan from April 6 of possession of child pornography and a charge of making pornography from between June 1, 2020, and March 18, 2021.

The documents also allege that underwear was stolen in the locker-room thefts.

Boylan, who lives in Simcoe, has been suspended from duty.

There are two publication bans in place in the Boylan case. One protects the names of any alleged victims and the other means no information can be shared from his bail hearing, which took place on May 31.

Norfolk OPP acting Sgt. Ed Sanchuk said the child pornography charges were not listed in Monday’s news release about Boylan because of the possibility of identifying victims in the case.

Boylan returns to court on June 22.

“Investigators believe that there may be additional victims,” Norfolk OPP said.

SIMCOE – A Southwestern Ontario paramedic and auxiliary OPP officer whose child-pornography charges were kept quiet by provincial police now faces new charges, including sexual assault.

It was late last month that local Ontario Provincial Police announced Const. Todd Frederick Boylan, 48, of Simcoe – who has also worked as a Hamilton paramedic – faces nine counts of theft under $5,000 related to multiple thefts from a men’s locker room at the Simcoe Recreation Centre between 2016 and 2019.

OPP didn’t disclose that Boylan is also charged with possession of child pornography – a detail only made public when The Brantford Expositor obtained court documents that also state the stolen items include underwear. The facility houses a hockey rink and indoor public pool.

At the time, police said the child pornography charges were not made public because of the possibility of identifying complainants in the case.

This weekend, police provided an update. Boylan, who lives in Simcoe, faces a raft of charges: three counts of possession of child pornography; four counts of voyeurism and two counts each of sexual assault, sexual interference, and making child pornography.

An auxiliary constable with Norfolk OPP, charged last month with theft, is facing additional charges, including sex assault.

Police said Friday that Todd Frederick Boylan, 48, a five-year member of the auxiliary unit, was charged with three counts of possession of child pornography, four counts of voyeurism and two counts each of sexual assault, sexual interference and making, printing, publishing or possessing for the purpose of publication any child pornography.

On May 27, police charged Boylan, who lives in Simcoe and works as a paramedic in Hamilton, with multiple counts of theft under $5,000 relating to thefts from the men’s locker-room at the Simcoe Recreation Centre from 2016, 2018 and 2019.

Court documents filed at the time revealed a charge against Boylan on April 6 of possession of child pornography and a charge of making pornography from between June 1, 2020, and March 18, 2021.

The documents also allege that underwear was stolen in the locker-room thefts at the public facility, which includes a hockey rink and swimming pool.

Police said they did not announce the child pornography charges with the theft charges “due to concerns that it may possibly identify the victims.”

Boylan has been suspended from the auxiliary and, according to a City of Hamilton spokesperson, he is not currently working as a paramedic.

Police said they believe there may be additional victims.
