OPP officer charged with obtaining sexual services after year-long investigation

An Ontario Provincial Police officer in Kenora has been charged with obtaining sexual services for consideration and breach of trust.

The OPP says its Criminal Investigation Branch opened an investigation in Nov. 2021 after “allegations were made in Oct. 2021 regarding inappropriate behaviour by an off-duty police officer in relation to an adult person.”

Fifty-year-old constable James Clark, of Kenora, was subsequently charged.

Clark has been released from custody and is scheduled to appear in a Kenora court at a later date.

No further details regarding the investigation have been released, however the OPP say Clark is a long-time member of the police force.

“The officer has been a member of the OPP for 20 years and had been assigned to court services-related duties from the Kenora Detachment since 2015. He is currently on leave,” the OPP said in a release.

Northern Ont. OPP officer charged with breach of trust, soliciting sexual services

A 50-year-old constable with the Ontario Provincial Police in Kenora has been charged following a complaint about inappropriate behaviour while off duty last year.

Allegations were made in October 2021 in relation to the conduct of Const. James Clark involving another adult, OPP said in a news release Tuesday.

The OPP criminal investigation branch was launched in November 2021 and the accused now, a year later, has been charged with breach of trust and obtaining sexual services for consideration.

He has been with the OPP for 20 years and has been assigned to court services-related duties from the Kenora detachment since 2015, police said.

"He is currently on leave," OPP added.

The allegations have not been proven in court.

Clark was released from custody and is scheduled to appear in court in Kenora at a later date that was not provided by OPP.

APTN investigation leads to charges against OPP officer

Postby Thomas » Wed Nov 02, 2022 1:37 pm

An Ontario Provincial Police officer has been charged with obtaining sexual services for consideration and breach of trust.

James John Clark, 50, was arrested Tuesday by the OPP and released on a promise to appear in court at a later date in Kenora.

His release conditions require him to stay away from his alleged victim Ruth Machimity, who was at the centre of an APTN investigation in November of last year.

Machimity identified Clark as an officer who paid her to purchase sexual services from her, while she was in the wide swath of drug addiction.

APTN’s investigation included taking Machimity’s allegations to the OPP, which sparked a police investigation by the professional standards unit.

Machimity then gave an official statement to the OPP in October, 2021.

Clark hasn’t been on active duty since the allegations first came to light.

He’s been an officer with the OPP for 20 years and spent the last five in Kenora assigned to court services.

Clark was previously stationed in Atikokan and Sioux Lookout.

APTN’s investigation continues. If anyone has information they can call or text reporter Kenneth Jackson at 613-325-6073. Please leave a detailed message.
