Peel police are investigating an incident after a video surfaced online that appeared to show an OPP officer shoving a young kid to the ground and taking his scooter away.

The incident took place in Gravenhurst, Ontario, two hours north of Toronto, on Sunday, April 18, at a skate park that the OPP said is closed under the new provincial restrictions.

In a statement, the OPP said officers stopped to speak to a group of kids who weren't wearing masks or distancing, and in the video, a police officer can be heard saying that the kid who was shoved wouldn't identify himself.

"[The kid] wasn't out of line, he was cooperating," said Brodie O'Hare, who witnessed the altercation and posted a video of it on Instagram. "There is almost next to nothing to justify harassing and assaulting a 12-year-old, especially being — well, you're supposed to be a role model."*

The OPP said they have asked Peel Regional Police to investigate the "physical confrontation" in order to "ensure transparency" and also said that the officer involved has been reassigned to administrative duties until the investigation is complete.

Police investigating after video shows OPP officer shoving young boy in skate park

Peel Regional Police are investigating after a video posted to social media showing a member of the Ontario Provincial Police force pushing a young boy to the ground at a skate park.

Filmed in Gravenhurst, a two-hour drive north of Toronto, the approximately minute-long video shows two officers interacting with a boy.

Then, one officer, who appears to be holding onto the boy's scooter, can be seen shoving the boy onto the grass.

The boy, who did not appear hurt, then appears to get up. Bystanders can be heard saying, "What are you doing?" and "He's 12 years old."

In a news release Tuesday, the OPP says the incident happened on April 18.

According to the statement, officers had stopped a group of young children, "none of whom were wearing masks or social distancing." The statement also notes that the park is closed in keeping with the province's stay-at-home order.

The officer seen shoving the boy has been put on administrative duties pending the outcome of an investigation, it says.

Meanwhile, OPP Commissioner Thomas Carrique says he has requested Peel police lead the investigation "to ensure transparency in this matter."

"We understand the concerns being expressed by members of the public," Carrique is quoted saying in the release. "I want to assure everyone that the Ontario Provincial Police holds its members to [the] highest levels of professionalism and accountability."

The OPP is asking anyone who witnessed the interaction to contact Peel police at 905-453-3311.

Peel police asked to investigate altercation between OPP officer and child in Gravenhurst skate park

Ontario Provincial Police have asked their counterparts in Peel to conduct an independent investigation after a video surfaced online showing one of their officers engaged in a physical altercation with a child at a skate park in Gravenhurst.

The one-minute video, which has been widely circulated via social media, appears to show several young people on scooters in a skate park over the weekend when one of them is heard saying “they are asking for IDs” in reference to two uniformed police officers nearby.

The camera then zooms in and one of the young people can be seen next to one of the officers. It is not entirely clear what happens next but you can hear an individual say “don’t touch me” and within seconds the young person is seen falling forcefully to the ground after some sort of physical interaction with the officer.

At that point, another voice off camera is heard saying “What are you doing? He is 12 years old.”

In a news release issued on Monday morning, Ontario Provincial Police said that the skate park was closed under Ontario’s state of emergency act and that the officers had “stopped to speak to a group of young people, none of whom were wearing masks or social distancing” when a “physical confrontation” occurred between an officer and a young person.

At this point it remains unclear whether the officers were requesting IDs to ensure compliance with the stay-at-home order, something the OPP has promised not to do “arbitrarily.”

OPP say that the officer involved in the incident has since been reassigned to administrative duties pending the completion of an independent investigation into the matter by Peel police.

"To ensure transparency in this matter, I have requested that Chief Nishan Duraiappah assign members of the Peel Regional Police Service to conduct an investigation into this incident. We understand the concerns being expressed by members of the public, and I want to assure everyone that the Ontario Provincial Police holds its members to highest levels of professionalism and accountability,” OPP Commissioner Thomas Carrique said in the release.

Skate parks were included in a long list of recreational amenities that the Ford government ordered to close last week.

Over the weekend Carrique said that the OPP would be focusing on “complaints from the public and unlawful public gatherings” and would not be “arbitrarily stopping individuals or vehicles” to ensure compliance with the stay-at-home order.

Peel police to investigate incident between OPP officer and young person

Peel Regional Police will investigate an incident between an OPP officer and a young person on a scooter in Gravenhurst.

The incident happened Sunday and was captured on video and posted to social media. It appears to show an officer shoving a young person off his scooter.

Ontario Provincial Police say they placed the officer on administrative duties.

“To ensure transparency in this matter, I have requested that Chief Nishan Duraiappah assign members of the Peel Regional Police Service to conduct an investigation into this incident,” said OPP Commissioner Thomas Carrique.

“We understand the concerns being expressed by members of the public, and I want to assure everyone that the Ontario Provincial Police holds its members to highest levels of professionalism and accountability.”

Activities at skate parks, like most other outdoor activities, have been banned under provincial orders in an effort to control gatherings during the pandemic.

Bracebridge OPP officer won't face charges in Gravenhurst skate park incident

A Bracebridge OPP officer under investigation for nearly a year following a physical altercation with a youth at a Gravenhurst skate park will not face criminal charges related to the incident.

Peel Regional Police, tasked with investigating the incident, confirmed on Jan. 20 via email that their investigation had concluded.

A video of the incident went viral in April 2021 after the footage showed what appeared to be a police officer pushing a 12-year-old youth to the ground at the skate park.

Witnesses of the incident told this newspaper that police asked children and others to provide identification. The incident occurred immediately following confusing COVID-19 stay-at-home orders issued by Premier Ford.

“The cop pushed him with a full arm extension onto the ground,” Brodie O’Hare, 19, told this newspaper at the time. O'Hare was at the park and said he knew the youth involved.

The Bracebridge OPP officer involved in the incident was reassigned to administrative duties after it was announced OPP Commissioner Thomas Carrique had assigned peel Regional Police to investigate the matter.

After nine months and multiple attempts by this newspaper to get an update on the status of the investigation, Const. Akhil Mooken of the Peel Regional Police confirmed, "we have completed (the investigation) and forwarded our findings to the Ontario Provincial Police.”

“I can confirm that the Peel Regional Police has completed its investigation into the incident and determined that no criminal charges are warranted,” Gosia Puzio, media relations officer for Central Region OPP, said via email on Jan. 21.

Neither Peel nor OPP issued a news release on the investigation results.

Puzio declined to provide further details or offer anyone else to speak to the investigation.

“The OPP Professional Standards Unit is currently reviewing the findings of the Peel Regional Police investigation to determine if charges are warranted under the Police Services Act, which sets out the standards and expected behaviour for police officers," Puzio said.

"The officer has returned to active duty,” she added.

The officer involved has not been named.

No charges laid against cop involved in Gravenhurst skate park confrontation last spring

No charges will be laid against a police officer following a video that surfaced online of an interaction between the officer and a Gravenhurst youth at a skate park last spring.

At the time, the skate park was closed under the provincial stay-at-home order.

The OPP said officers arrived to speak with the youths at the park, which police said led to the "confrontation" between one officer and one young individual.

The video posted to social media and shared hundreds of times shows the boy falling to the ground after an officer appears to either pull the boy's scooter away or push him.

Onlookers are heard on the video yelling that the young man is 12-years-old; however, police have not confirmed his age.

The OPP commissioner requested Peel Regional Police Services to investigate the April 18, 2021 incident.

During the investigation, the officer involved was assigned to administrative duties.

Provincial police confirmed on Thursday that Peel Regional Police Services concluded its investigation "and determined that no criminal charges are warranted."

The OPP Professional Standards Unit is reviewing the findings of the investigation to determine if charges are warranted under the Police Services Act, which sets out the standards and expected behaviour for police officers.

The officer has returned to active duty. His identity has not be provided.

FINDINGS OF THE INVESTIGATION ARE BEING REVIEWED BY THE OPP PROFESSIONAL STANDARDS UNIT

There will be no criminal charges laid against a Bracebridge OPP officer regarding an interaction between an officer and a youth at the skate park in Gravenhurst on Apr. 18, 2021, that was captured on video.

The park was closed at the time because of a provincial stay-at-home order.

The video that was posted to social media shows a youth falling to the ground after an officer appears to either push him or pull the boy’s scooter away.

Police said the officers went to the park to speak to some youths, and the OPP said that led to the “confrontation” between one officer and one young individual.

Onlookers can be heard on the video yelling that the youth is 12-years-old.

The OPP asked Peel Regional Police Services to investigate the incident.

Now that the officer has been cleared, he has returned to active duty.

But the findings of the investigation are being reviewed by the OPP Professional Standards Unit to determine if the officer should be charged under the Police Services Act, which sets out standards and expected behaviour for police officers.
