Special Investigations Unit charges OPP officer with sexual assault

MISSISSAUGA, Ont. — Ontario’s police watchdog says it has charged a member of the provincial police force with multiple counts of sexual assault.

The Special Investigations Unit says it began looking into allegations against the Ontario Provincial Police officer in June of this year.

The allegations dated back to incidents believed to have taken place between May 2009 and December 2011.

The SIU did not say whether the officer was on duty at the time of the alleged encounters, which involve one complainant.

The watchdog says Det. Sgt. Todd Amlin of the OPP’s Middlesex detachment is now facing four counts of sexual assault.

The SIU is an agency that investigates incidents involving police in which someone is killed, seriously injured or accused of sexual assault.

Alleged incidents involve a woman and happened between 2009 and 2011

A detective with the Ontario Provincial Police has been charged with four counts of sexual assault, the police watchdog announced Thursday.

Det.-Sgt. Todd Amlin serves in the OPP's Middlesex detachment. Amlin was arrested Thursday by members of the province's Special Investigations Unit.

The SIU was contacted by the OPP this past June regarding complaints made by a woman. The charges relate to alleged incidents that happened between 2009 and 2011.

In a statement from the Director of the SIU, Tony Loparco said there are "reasonable grounds to believe that an Ontario Provincial Police (OPP) officer with the Middlesex detachment committed criminal offences."

Amlin has been released on several conditions, including that he refrain from communicating directly or indirectly with the complainant.

Amlin is scheduled to appear in court in Orillia on Jan. 15, 2019.

OPP, SIU tight-lipped about London-area officer charged with sexual assault

For the second time in less than a month, Ontario’s police watchdog has charged a Southwestern Ontario police officer with sexual assault.

The Special Investigations Unit (SIU) said on Thursday it had arrested and charged Middlesex County OPP Det-Sgt. Todd Amlin – a 17-year police veteran – with four counts of sex assault for incidents alleged to have happened between May 28, 2009, and Dec. 31, 2011.

The charges come less than a month after the watchdog charged a former Chatham-Kent police officer with sexual assault and breach of trust for the third time since 2015.

In Amlin’s case, the SIU said they were contacted by the OPP in June after a woman made some complaints “of a sexual nature” against an officer.

Amlin was arrested Thursday and released on several conditions, including that he refrain from communicating directly or indirectly with the complainant, the SIU said.

Middlesex County OPP confirmed Amlin has been suspended with pay — Ontario police chiefs don’t have the power to withhold pay from suspended officers — but wouldn’t say the start date of his suspension. The OPP wouldn’t say either if the allegations happened while Amlin was on duty or not.

“That’s all part of the SIU (investigation),” Const. Max Gomez said.

In turn, the SIU declined to comment on the case, saying it was now before the courts.

“In consideration of the fair trial interests of the accused, the SIU will make no further comment pertaining to this investigation,” said Monica Hudon, a spokesperson with the SIU.

Amlin is required to appear in court in Orillia on Jan. 15.

In the Chatham-Kent case, the SIU charged former officer Kenneth Miller, 46, in November for a third time with sexual assault and breach of trust related to alleged on-duty incidents.

In that case, Chatham-Kent police contacted the SIU on March 28, 2018, to report a sexually related complaint by a woman, whose identity wasn’t made public, about a man working as a police officer at the time of the alleged incident, the SIU said.

Miller had given a 60-day sentence in March — to be served on weekends in protective custody at the Elgin-Middlesex Detention Centre in London — after pleading guilty to breach of trust in a May 4, 2013, incident involving a 33-year-old woman who reported being sexually assaulted inside a police cruiser. The sexual assault charge was withdrawn.

Miller, who resigned from his job the day before he was sentenced, was also charged with sexual assault and breach of trust after a woman, 23, reported being sexually assaulted inside a police cruiser on Aug. 23, 2015. Both charges were later withdrawn in court.

Created in 1990, the SIU probes all cases of serious injury, death and allegations of sexual assault involving police.
