A 46-year-old 17-year veteran of the Ontario Provincial Police officer is facing a child-pornography charge in Thunder Bay.

Thunder Bay Police say they arrested the man, suspected of accessing child pornography on the Internet last month.

With the assistance of the cyber crimes unit and the Thunder Bay Police Service emergency task unit, a search warrant was executed on Wednesday at a Mapleward Road residence.

Mark Anthony Maltais was arrested and held in custody for a court appearance on Thursday. He was later released and is scheduled to be back in court on March 4.

OPP spokesman Sgt. Petero Leon, reached by phone on Thursday, said Maltais joined the force in April 1998.

"At the time of his arrest he was an identification sergeant at the forensic identification services unit located in Thunder Bay, where he served as unit commander," Leon said.

Maltais has been suspended with pay from his duties, as called for under the Police Services Act.

Thunder Bay police say computers and other electronic devices were seized during the execution of the search warrant.

Leon says the matter is before the courts, it would be inappropriate to comment further.

None of the allegations have been proven in a court of law.

A 46-year-old Thunder Bay man and OPP sergeant is facing child pornography charges, city police say.

Thunder Bay police's Cyber Crime Unit began an investigation last month, which resulted in officers obtaining a search warrant for the man's Mapleward Road residence.

When the search warrant was executed on Jan. 27, computers and electronic devices were seized from the home, and the man was arrested at the scene.

He will next appear in in court on March 4.

Child Porn Charge Against OPP Officer

A shocker from Thunder Bay Police.

Spokesperson Chris Adams says an OPP officer is facing a charge of possessing child pornography.

He says the Cyber Crime Unit began an investigation in December of last year which culminated in a raid on a Mapleward Road residence on Wednesday and the seizure of computers and electronic devices.

46 year old Mark Anthony Maltais was released from custody on a promise to appear in court March 4th.

At the time of is arrest, Maltais is a Sergeant with the Thunder Bay OPP working as a unit commander out of the forensic lab in the city and his now suspended with pay.

He's been with the force since April of 1998.

A Thunder Bay OPP officer is facing a child porn charge.

The Thunder Bay Police Service cyber crime unit started their investigation in December. On Wednesday, with the help of the emergency task unit, police executed a search warrant at a Mapleward Road residence. Police seized computers and other electronic devices.

Police say 46-year-old Mark Anthony Maltais, a sergeant with the OPP, was held in custody for a court appearance on Thursday. Police charged him with possession of child pornography. Maltais has been released with a court date of March 4.

The allegation has not been proven in court.

This is the second child porn charge laid this month.

Police spokesman Chris Adams said their cyber crimes unit has stepped up their investigations over the years in part because of new technology. But he said what they are seeing is still the tip of the iceberg.

OPP officer charged with accessing child porn appears in court Friday

THUNDER BAY – A provincial police sergeant charged with accessing child pornography appeared in court on Friday morning.

Mark Anthony Maltais was represented by defence lawyer Gil Labine at the Thunder Bay Courthouse.

Maltais, 46, was arrested and charged by Thunder Bay Police Service officers in January after executing a search warrant at his Mapleward Road home where they seized computers and electronic devices.

When announcing his arrest, police said the alleged offence occurred in December.

Maltais was first hired by the OPP in 1998 and at the time of his arrest was serving as an identification sergeant in the forensic investigations unit in Thunder Bay as the the unit commander.

Maltais has been suspended with pay, as required by the Police Services Act.

The charge has not been tested in court.

The case is scheduled to return to court on April 15.

Thunder Bay OPP officer Mark Anthony Maltais will be sentenced next month for possession of child porn.

A Thunder Bay-based OPP sergeant will be sentenced in the new year for possession of child pornography.

47-year-old Mark Anthony Maltais was originally charged last January after Thunder Bay police searched a Mapleward Road home where they seized computer equipment. At the time, Maltais was working as commander in the local OPP forensic investigations unit. He was subsequently suspended with pay, under provisions of the Police Services Act.

The sentencing date of February l, 2017 was set after Maltais pleaded guilty last month to one count of possession of child pornography.

The officer is also charged with discreditable conduct under the Police Services Act, but an OPP spokesperson says that will not be dealt with until the court process is completed.

Mark Maltais, a 47-year-old OPP identification sergeant, sentenced to six months in jail on possession of child pornography.

THUNDER BAY – A nearly two-decade veteran of the provincial police force will spend six months behind bars after being discovered with more than 250 images and two dozen videos of child pornography.

Mark Maltais, an OPP identification sergeant with the forensic identification services unit, was sentenced at the Thunder Bay Courthouse on Friday after previously pleading guilty to one count of possession of child pornography.

Ontario Court Justice Gregory Regis, presiding over the videoconference hearing from Oshawa, said investigators had discovered a collection of 265 images and 28 videos of child pornography, the bulk of which were on a flash drive.

“He was a police officer who knew consuming child pornography was illegal,” Regis said, describing Maltais as an “experienced investigator.”

Regis said Maltais had been involved in child pornography for more than five years and the material included children sexually assaulting other children, children engaged in sexual acts with adults and young children that appeared to be pre-pubescent.

Maltais used “deliberate and sophisticated” measures to conceal his online activities including encryption and multiple proxy servers, according to the judge.

The 47-year-old was arrested and charged in January 2016 after an investigation conducted by the Thunder Bay Police Service’s cyber crimes unit.

Crown prosecutor Julie Lefebvre, from Sudbury, had sought a six-month custodial sentence with a probationary period of between two to three years.

Defence lawyer Gil Labine had previously argued that the 90-day mandatory minimum sentence would be grossly disproportionate to the nature of the offence and would be unconstitutional.

The court had heard testimony from two psychiatrists that Maltais was suffering from post-traumatic stress disorder as a result of his occupation as a police officer. The psychiatrists testified a period of incarceration would result in Maltais likely being placed in isolation due to his background as a police officer and would have a negative impact on his treatment.

Labine attempted to argue the minimum sentence would constitute cruel and unusual punishment and Maltais should avoid jail time.

Regis said the suggestion that Maltais had a lower level of culpability was “preposterous” and that he knew what he was doing was not only illegal but breached his sworn duty as an officer.

Child pornography offences are linked to the sexual exploitation of children, Regis added.

In addition to the six months in jail, Maltais will be under probation for two years that includes undergoing court ordered counselling and abstaining from using computers or any device with internet capabilities except for work purposes that can be monitored by the employer.

Other orders include a five-year not period where Maltais can’t attend a public park or public swimming area where youth under the age of 16 would be expected to be present, seek employment or volunteer in any capacity that would involve being in a position of trust over youth under the age of 16 or using a computer system to communicate with youth under the age of 16. He must also submit a DNA sample and comply with the sex offender registry for 10 years.

Maltais, who joined the OPP in 1998, is currently suspended and will be subject to a Police Services Act hearing for discreditable conduct.

Regis recommended the sentence be served at the St. Lawrence Valley Correctional and Treatment Centre in Brockville.
