A Leeds County provincial police officer already facing numerous criminal counts now has been charged in an attack on a 78-year-old motorist.

Const. George Duke, 52, of Brockville, is charged with assault, uttering threats and forcible confinement, Ontario Provincial Police said Wednesday.


Officers with the OPP’s professional standards bureau arrested Duke following an investigation into an assault on a Quebec driver, 78, after a vehicle collision on Sept. 2. The victim suffered “moderate” injuries, police said.

Duke, a 20-year OPP officer, was charged in November with theft over $5,000, possession of property obtained by crime and drug possession. He also faces several firearms charges.

His arrest was part of an 18-month investigation that also resulted in obstruction and drug trafficking charges against two other Leeds OPP officers.

Duke was released on the latest charges after promising to appear in Brockville court on Jan. 22.

Leeds OPP constable faces additional charges

An Ontario Provincial Police officer already suspended from duty with pay has been arrested again.

Officers with the professional standards bureau of the OPP apprehended George Duke, 52, of Brockville, and charged him with assault, utter threat to cause bodily harm and forcible confinement. An OPP release issued on Wednesday states that the charges involve an incident with a 78-year-old man from Quebec that occurred during a motor vehicle collision investigation on Sept. 2. The man sustained moderate injuries, according to the release. The location of the incident is not identified in the release.

Duke was released on a promise to appear and is scheduled to appear in Brockville court on Jan. 22

The constable posted to the Leeds County OPP detachment is a 20-year member of the provincial police service. Duke was arrested in late October and charged with several offences, including theft over $5,000, possession of property obtained by crime over $5,000, breach of trust and unlawful possession of a restricted weapon. He remains suspended with pay in accordance with the Police Services Act.

Brockville OPP officer charged

OTTAWA – An Ontario Provincial Police officer from Brockville faces several charges in relation to an incident in September.

Constable George Duke, 52, is charged with assault, uttering threats and forcible confinement, related to a collision investigation back on September 2.

During the investigation, the OPP says a 78-year old Quebec man was assaulted and received moderate injuries.

The 20-year member of the OPP has been released with a promise to appear in court on January 22, 2016.

Brockville OPP officer charged with assault of elderly man

An OPP officer previously charged with theft and firearms offences has been arrested in relation to the assault of an elderly man.

OPP charged one of their own on Dec. 16 in an alleged assault on a 78-year-old Quebec man.

Police say Const. George Duke, a 20-year veteran of the OPP, inflicted “moderate” injuries on the man after a collision investigation on Sept. 2 in the Leeds County area.

Duke, 52, of Brockville, is charged with assault, utter threat to cause bodily harm and forcible confinement.

Duke was released on a promise to appear in Brockville court to answer to the charges on Jan. 22.

It’s not the first time Duke has been the subject of an investigation.

Duke was arrested on Oct. 31 after an internal probe by the OPP’s professional standards branch. He faced a slew of charges including theft over $5,000, possession of property obtained by crime over $5,000. breach of trust, unlawful possession of a restricted firearm, unsafe storage of a firearm, unsafe storage of ammunition. possession of a firearm without a licence and possession of schedule II substance.

Duke received a one-year demotion within the Grenville County detachment in 2005 after he unholstered his semi-automatic gun and pointed it at a wall in the direction a colleague was standing. He put the gun back in his holster and left.

He was suspended with pay for that Nov. 27, 2003 incident and demoted from a first-class constable to a second-class constable.

Chief Supt. Daniel Redmond of the OPP’s east region told the Sun earlier this fall charges like the ones Duke faced following his Oct. 31 arrest bring “discredit to the reputation of the entire OPP.”

OPP said he continues to be suspended from duty with pay in accordance with the Police Services Act.

A Leeds County OPP officer facing charges of breach of trust, theft and more is now facing additional charges of assault, uttering threats to cause bodily harm and forcible confinement after an unrelated incident, OPP say.

A 78-year-old Quebec man was allegedly assaulted during an investigation into a motor vehicle crash on Sept. 2, OPP said in a media release issued Wednesday.

He suffered "moderate injuries," OPP added.

Const. George Duke, 52, was charged with assault, uttering threats to cause bodily harm and forcible confinement and was released from custody on a promise to appear in Brockville court in late January.

He remains suspended from duty with pay.

In October, Duke was charged with theft over $5,000, possession of property obtained by crime over $5,000, breach of trust, unlawful possession of a restricted firearm, unsafe storage of a firearm, unsafe storage of ammunition, possession of a firearm without a licence and possession of schedule two substance.

It came after an 18-month OPP internal investigation that also led to charges against two other officers at the Leeds County detachment.

Duke has been an OPP officer for 20 years.

A 20 year veteran of the Ontario Provincial Police is facing several charges including forcible confinement.

The OPP’s Profession Standards Bureau laid the charges today against George Duke, 52 of Brockville.

He is with the Leeds County Detachment.

Duke is charged in connection with an incident that occurred during the investigation of a collision on September 2 during which a 78 year old Quebec man was assaulted.

The victim suffered minor injuries.

Duke is also charged with assault and making threats.

He has been suspended with pay and will be in court next month.

(PRESCOTT, ON) – On December 16, 2015 officers with the Ontario Provincial Police (OPP), Professional Standards Bureau (PSB) arrested and charged an OPP officer in relation to an incident that occurred on September 2, 2015 during a motor vehicle collision investigation in which a 78-year-old Quebec man was assaulted. The victim received moderate injuries.

As a result, Provincial Constable George DUKE, 52 of Brockville, ON, is charged with:

    Assault
    Utter Threat to Cause Bodily Harm and
    Forcible Confinement
He was released on a Promise to Appear and Officer-In-Charge Undertaking to appear in the Ontario Court of Justice, Brockville, ON, on January 22, 2015.

He is a 20-year member of the OPP, posted to Leeds County detachment. He continues to be suspended from duty with pay in accordance with the Police Services Act (PSA).

OPP cop guilty of assault

A Leeds County Ontario Provincial Police officer has pleaded guilty to a charge of assaulting an elderly man during a routine traffic stop.

Const. George Duke, 54, pleaded guilty Wednesday to simple assault stemming from the incident on Sept. 2, 2015.

According to a joint submission from both the prosecution and defence, the incident took place in the eastbound lanes of Highway 401 in Elizabethtown-Kitley Township while traffic was bumper-to-bumper because of a fatal collision farther up the highway.

Federal Crown prosecutor Paul McDermott explained that the victim in the case, a 78-year-old man from Montreal, allegedly hit the bumper of the car in front of him, and though he denied making contact, the police were called.

Duke was dispatched to the scene and, upon arrival, he ordered the man to “get the f*--- out of [his] f------ car.”

The victim, though confused as to why he was being ordered to exit his vehicle, complied.

When the victim asked Duke for an explanation of what he did wrong, Duke told him to “shut up” or he’d teach him a lesson by “making him eat pavement,” McDermott said.

Duke handcuffed the man so tightly that it cut into his skin, put him in the back of the car and kicked his legs in the process, according to the prosecutor.

He added that Duke did not read the man his rights or tell him he was under arrest at any time.

Duke’s defence attorney, Mark Wallace, agreed to the facts within the joint submission, and Duke pleaded guilty to simple assault.

The judge presiding over the case, Justice Kimberly Moore, agreed to the joint submission, adding that it should have been a routine call.

“There was absolutely no conduct on the part of the victim that should have made Duke upset,” Moore said in her ruling.

She noted the public has a right to feel safe, and that police officers are put in a position of power, which comes with great responsibility and which she said in this case was abused.

What happened was a breach of trust, she said, adding that Duke’s conduct bewildered the victim, understandably, and that it would also bewilder the community.

As a result of the criminal charges, Duke will now have a criminal record. The judge ordered him to pay a $500 fine and a restitution of $379, which represents a towing fee and gas money the victim needed to pay for his friends to come from Montreal to get him.

Moore said the significant mitigating factors in her decision were Duke’s remorse, lack of criminal record and his guilty plea.

“I accept complete and total responsibility for my actions that day,” Duke told the court. “Those actions were unacceptable, unprofessional and wrong.”

He said he let his emotions get the better of him, and told the people of Leeds and Grenville they “deserve so much better” than the way he conducted himself that day. He praised the work and professionalism of his fellow officers throughout Leeds County.

Before becoming a police officer, Duke spent 17 years in the Canadian Forces based in Petawawa. He did two overseas tours: one in Cyprus and one in the Golan Heights.

He has been with the OPP now for 23 years, mainly in Leeds and Grenville, and now awaits a disciplinary hearing to determine his future with the agency.

The charge, laid in December 2015, is not related to the nine other charges Duke faces in relation to Project Arrowtown, an 18-month investigation into criminal activity by police officers in Leeds County.

Duke has already been suspended from work as a result of those charges.

As part of that investigation, Duke is still facing charges of theft over $5,000; possession of property obtained by crime over $5,000; breach of public trust; unlawful possession of a restricted firearm; unsafe storage of a firearm; unsafe storage of ammunition; possession of a firearm without a licence; and possession of a Schedule II substance.

The charges against Const. Duke in the Project Arrowtown case have yet to be proven in court. For those charges, the judge will set a date for trial on Oct. 20.

The charges were part of a large sweep that also netted two other OPP officers, constables Jason Redmond and David Vogelzang, along with seven civilians.

The OPP’s organized crime enforcement and professional standards bureaus, with the help of the Royal Canadian Mounted Police, OPP Emergency Response Team and the Montreal police force, conducted the 18-month investigation known as Project Arrowtown.

It was launched in May 2014 and, as a result, investigators executed seven search warrants and arrested nine people, including the three OPP officers.
