Duke was demoted for one year a decade ago after pleading guilty to a Police Services Act charge of discreditable conduct. That charge stemmed from an incident at the former Grenville OPP station on Edward Street in Prescott in Nov. 2003. The incident involved a fellow constable at the Grenville detachment and a cadet. No criminal charges were laid. Duke was suspended with pay from the time the police act charge was laid until the hearing was held in early 2005.
