OPP officer faces discreditable conduct charges

Lack of competence and ineptitude of police officers, policing styles and methods. In other words, what could be adequately explained by stupidity, should not be attributed to malice.

OPP Constable Christopher Bannon faces discreditable conduct charges

A Thunder Bay OPP officer is facing charges following some alleged activity on Facebook.

Constable Christopher Bannon has been charged with discreditable conduct.

The charge stems from a private Facebook message allegedly sent to a female candidate for a political party, referred to in the OPP notice of hearing as "TJ".

It's alleged the message was sent in May, while Bannon was off-duty, and contained abusive, insulting and offensive language.

According to the notice of hearing, that message then ended up being shared publicly by TJ on her Facebook page, along with a photo identifying Bannon as an OPP officer.

Bannon was also charged with insubordination.

That charge stems from an interview Bannon was ordered to attend following the alleged Facebook activity with the OPP Professional Standards Bureau.

The bureau alleges Bannon's demeanour and language was rude and disrespectful.

Charles Young, an inspector with the Professional Standards Bureau, said Bannon is currently on leave — but not suspended.

The charges follow a series of incidents that occurred in May.

He's accused of using profane, abusive or insulting language in a Facebook message to a candidate running in the June provincial election.

Former OPP officer charged under Police Services Act left force before ruling

Christopher Bannon was charged in 2014 over alleged activity on Facebook

A former Ontario Provincial Police officer in Thunder Bay, Ont., who was facing police services act charges, is no longer a member of the force, meaning the charges have expired, according to the Professional Standards Bureau.

Christopher Bannon was charged with discreditable conduct and insubordination in 2014, following some alleged activity on Facebook.

While off-duty, Bannon allegedly sent a private message to a female candidate for a political party in the lead-up to that year's provincial election. The candidate is referred to in the OPP notice of hearing as "TJ."

That message allegedly contained abusive and offensive language.

The insubordination charge related to Bannon's alleged behaviour at an OPP Professional Standards Bureau interview following the first charge.

Bannon's case was delayed for nearly two years.

A spokesperson with the Professional Standards Bureau confirmed on Friday that Bannon has since left the police service, meaning the bureau no longer has jurisdiction to pursue charges under the Police Services Act.

No finding was ever made on Bannon's charges.
