After Woman Pedestrian's Death Ontario Special Investigations Unit Invokes Mandate

ONTARIO’S SPECIAL INVESTIGATION UNIT (SIU) INVOKES MANDATE

Members of the Wellington County Ontario Provincial Police (OPP) conducted an R.I.D.E. check at 3:00 a.m. this morning at the intersection of Rose and Arthur Streets in Guelph. While attempting to stop and check a vehicle, the driver failed to stop for officers. Police followed the route of the vehicle a short distance down the road where the vehicle had collided with a female pedestrian and the unknown driver fled the scene.

The female was rushed to an area hospital where she succumbed to her injuries. Guelph City Police continue a parallel criminal investigation into the circumstances.

The OPP has notified the province’s Special Investigation Unit (SIU) which has invoked its mandate. As a result the OPP will not be able to provide any further information.

Fatal accident in Guelph involving alleged hit-and-run

GUELPH — The Special Investigations Unit has been called in after an incident involving Wellington OPP and a citizen early Sunday morning in which the citizen died. And police are seeking help from the public in locating the responsible parties.

According to a press release from the SIU, an OPP officer had an encounter with a vehicle at Arthur Street North and Rose Street early Sunday morning. The vehicle left that intersection and "not long after, the officer discovered the abandoned vehicle, which had crashed into a pole close to Norwich Street East and Woolwich Street.

"A 24-year-old woman was discovered near the scene, gravely injured. She was transported to hospital and pronounced dead," the release states.

A Guelph Police release states that members of the Wellington County Ontario Provincial Police were conducting a R.I.D.E. check at 3 a.m. at the intersection of Rose and Arthur Streets in Guelph.

"While attempting to stop and check a vehicle, the driver failed to stop for officers. Police followed the route of the vehicle a short distance down the road where the vehicle had collided with a female pedestrian and the unknown driver fled the scene."

The woman died of her injuries at hospital, the release states.

The vehicle in the collision was reported stolen from the Eastview Road and Starwood Drive area prior to this incident, according to Guelph Police.

Occupant(s) from the stolen vehicle fled the scene on foot following the collision.

"Based on the severity of the collision, it is possible that the driver and occupant(s) of the stolen vehicle sustained injuries," the release states.

Guelph Police are appealing to the public for information in relation to this criminal investigation and are asked to contact Sergeant Tina Ryan at 519-824-1212 ext. 7329, or anonymously at Crime Stoppers at 1-800-222-TIPS (8477).

Witnesses may also contact the SIU lead investigator at 1-800-787-8529 ext. 1886.

Woolwich Street between Norfolk Street and London Road was closed Sunday morning while a joint investigation with Guelph Police took place.

SIU Investigator Dean Seymour said the incident took place around 3 a.m. and the SIU arrived around 6:30 or 7 a.m.

Coloured pilons marking the chain of events were placed in an arch from the five-points intersection of Norfolk and Woolwich over to London Road, where a vehicle was upturned, resting against the sidewalk by With the Grain Bakery at the corner of London and Woolwich.

Beside it an OPP cruiser was parked.

Along the path of the arch a hydro pole was sheared off at its base with a transformer resting on the road and the top of the pole dangling by wires.

Seymour said Guelph Hydro was also on the scene.

"Obviously hydro is out to those three houses for sure," he said. "Obviously the pole is gone."

Guelph Hydro states hydro will be out for several hours Sunday while the pole is replaced and power restored.

Police still allowed worshippers into the First Baptist Church of Guelph across the street from the sheared pole but otherwise the street was blocked for several hours.

Seymour said there were six investigators, one reconstructionist, and two identification officers. A Guelph Police Service forensics vehicle was also on the scene.

"This is a joint investigation with Guelph at this point," Seymour said. "OPP were involved. That's why we're here."

The SIU is an arm's length agency that investigates reports involving police where there has been death, serious injury or allegations of sexual assault. Under the Police Services Act, the Director of the SIU must consider whether an officer has committed an offence and whether charges should be laid.

Police have not released the name of the female pedestrian who died.
